I was considering this bet as well, but like you said, Im hesistant to lay the 2.3:1 price, (and Im a nonbeliever in run line betting). Wells' only start this year has been abysmal and Penny has been fairly lights out this year, although his last outing he didn't look that good.
The Pirates have dropped 10 straight, but the Dodgers haven't had a solid 10 past games either, winning only one outside of the 2 they beat pitt.
