Absolutely it is.
In no-limit, you find the player with little skill has a better chance than if that same player played pot-limit.
Why?
Because most no-limit players are not that skilled at playing after the flop.
They like to push all-of their chips in with an advantage and let the turn and river (often the flop also) dictate the outcome.
In Pot-limit, the player, not the cards dictate the outcome.
Try building a pot with A-10 and a flop of 4-5-6 of the same suit....
Not so easy. check the flop, check the turn, re-raise the river right?
You're not going to get that much for your nut flush.
I've been playing some pot-limit over at JetSet latley, and I've had a little luck with it...
It's a tough game and there is more strategy involved, the thing is, a strong player will take a weaker players money easier in this game.
So for those of you thinking of dabbling in pot-limit, just be careful.
