until the bill is signed there is NO restriction by any bank to get money online/offline as far as I have heard. As soon as the bill gets signed into law the sites/banks/etc MAY overreact and decide to make restrictions on their own before the official regulations are determined by the govermental agencies that are supposed to develop them within 270 days. After the regulations are in place then there would more likely be restrictions on the current avenues for getting money in/out of the sites.
That is my understanding at this point.
