Got an email today with this link
plugging their program.... how do they get around legal hassles?

The internet is FULL of scams. By the time enough people complain (by admitting to trying to cheat while gambling illegally) and anyone does anything about it, the scammer has already made plenty of money. Then they just close up shop and disappear.

I seriously wonder what this program does if one were to download it.... like would it do nothing and not work, or just make up random cards that are coming up and then be wrong? It really amazes me.

Don't forget the virus and/or keylogger that it would put on your computer so it can transmit your poker passwords back to the creator.
