The 10x rule is fairly common for tourney play. It doesn't mean all in on the BB though. All it means is that when you stack gets down to < 10x the BB, you shouldn't be calling or raising anymore - you're either folding or pushing all in.

Of course this will be most successful when no one is in the pot ahead of you (if someone raises firat and you reraise all in, they will likely have to call because of the pot odds).

The main point here is to all but eliminate calling and instead of making a standard 3x BB raise (or whatever), just push in.
