Well I believe the call was because he thought he was diving head first, and when you look at it from the sidelines, it did look like head driven tackle.
But in reality, he lifted his shoulder and put him down. Which is completely fine. That's why Oklahoma States didn't get called for the penalty on the next possession in a similar situation. It was more clear that he lifted his shoulder. None the less I think it's bullshit and if the dude's try to catch the ball I think you should be able to do whatever you want short of using a weapon to get him to drop it after he's got a hand on it.

If the defender fell also after the hit, or didnt celebrate a little afterward, pretty sure it wouldn't have been called. was horrible call
