How's the Rep Point System work?

Three questions:

1. How 'do I know' how many points per green bar?

2. How much 'spreading around' needed in order to rep someone again?

3. Can -/+ rep be done to same person, without the need to 'spread around'? Or is it only 1 rep per person/per spreading?

ps: Sorry if I'm asking too many questions. Real interested in the Rep System, seems like a 'good thing'.
